Given the fact that President Bush went on record as saying that Harriet Miers was the most quailified person out there for the position of Supreme Court Justice. And also given the fact that she has decided to withdraw her nomination for that position and you find the phrase "sloppy seconds" as distasteful. What would be the proper phrase for someone who the President feels isn't as qualified as his first choice. How about consolation prize, or perhaps first runner up, or also ran. Which one works best?
