The insurance industry thought they would rent-seek with ACA. They were afraid that state insurance governance was beginning consideration of allowing for actual competition. They were rightfully horrified at the thought of declining dividends and profits competing against "Nationwide is on..."; "You're in good hands..."; "Fifteen minutes..." and all the other commercials on TV and elsewhere. The alternative not given is for a free market. It's just more government intervention, only in a direction the writer approves.
